Basic Skills and Content Knowledge

All of these options for basic skills and content knowledge verification are for Hawaiʻi licensure.

However, each Hawaiʻi Educator Preparation Program (EPP) determines which of these options it will accept for basic skills and content knowledge evaluation in their program. Please consult with your EPP as to which options below they use.

If you are applying for a Provisional License or Standard License Option A, your institution will verify your Basic Skills and Content Knowledge either through a Hawaiʻi completer list, or one of our forms.

  • If you completed a Hawaiʻi state approved preparation program since July 1, 2002, your EPP will verify your basic skills.
  • OR
  • Passing scores on basic skills licensure test adopted by the HTSB in Reading, Writing and Mathematics: submit Praxis scores.
  • OR
  • Qualifying scores on SAT Reading, Mathematics, and Writing sections. The Praxis test score for Writing can be used if you took the SAT prior to March 2016.

  • Bachelor’s degree awarded by an accredited institution of higher education: submit an official transcript from a regionally accredited institution showing you graduated with a bachelor’s degree.
  • OR
  • For Hawaiʻi educator preparation programs offered at the undergraduate level, the basic skills requirement may be met by individuals who are enrolled as an undergraduate student in a regionally accredited institution of higher education.
  • If you completed a Hawaii state approved preparation program since July 1, 2002, your EPP will verify your content knowledge.
  • OR
  • Passing score on licensure test adopted by the HTSB in the content field: submit official passing score report for the subject assessment in your license field.
  • OR
  • National Board for Professional Teaching Standards certification in the content field: submit copy of your NBPTS certificate.
  • OR
  • Content major consisting of a minimum of thirty semester hours in the content field for a bachelor’s degree awarded by an accredited institution of higher education: submit an official transcript from a regionally accredited institution showing a major in the license field you are requesting.
  • OR
  • A minimum of thirty semester hours in the content field from an accredited institution of higher education, at least fifteen of which must be upper division level: submit an official transcript from a regionally accredited institution showing thirty hours in the license field you are requesting.
  • OR
  • A master’s, specialist or doctoral degree in the license field awarded by an accredited institution of higher education; submit an official transcript from a regionally accredited institution showing an advanced degree in the license field you are requesting.
  • OR
  • FOR ELEMENTARY EDUCATION K-6 ONLY
    A total of thirty six semester hours, including nine semester hours in each of the following four core content areas: language arts, mathematics, science, and social studies. At least three semester hours in each of the core content areas must be upper division level.
